The impact of procedural justice perceived by franchisees as entrepreneurs and executives of independent businesses on the unfair trade of franchisees, which has recently become an issue, was analyzed. The effect of procedural justice between organizations on the relationships quality was analyzed by expanding procedures such as decisions perceived by employees within existing organizations to inter-organizational aspects. In addition, the effect of the procedure justice on citizenship behavior between organizations, which are voluntary improvement activities, was analyzed, and how relationship quality and citizenship behavior affect the intention to renew the contract was analyzed. A survey was conducted on franchisees, and a hypothesis test was conducted using a structural equation model using 199 samples. As a result of the analysis, it was found that procedural justice had a positive effect on organizational citizenship behavior and relationship quality, satisfaction and trust. And it was found that satisfaction and trust had a positive effect on the intention to renew the contract. However, organizational citizenship behavior does not directly affect the intention to renew the contract, but indirectly through satisfaction and trust, and this result shows that the government is in line with the purpose of win-win development of franchiser and franchisee through recent franchise support projects.
